Joint investigations sound straightforward in the briefing room. Two or more teams agree to pool their evidence, divide the workload, and build a shared picture. In practice, the collaboration stalls not because of politics or classification barriers, but because the evidence each team brings is structured differently, labeled differently, and reviewed in tools the other team does not use.

The handoff is where the case loses time. One team's CDR analysis sits in a spreadsheet with internal reference numbers. The other team's financial records use a different identifier scheme entirely. A third team contributes device extractions that reference phone numbers already in the case under a different format. Aligning those inputs manually before any joint review can begin is the hidden cost of multi-agency work.

Where the friction actually sits

The friction is not at the policy level. Most agencies that agree to collaborate have already resolved the legal and procedural questions. The friction is at the data level. What a workable handoff requires

A workable handoff requires a shared entity model. Not a shared tool, necessarily, but a shared structure where identifiers from both teams resolve to the same people, accounts, and events. When one team adds a new address or phone number, the other team can see whether it connects to something they already know.

That means the platform handling the evidence needs to normalize identifiers at intake, not at the point of collaboration. If normalization happens only when two teams try to merge their work, the cost has already been paid in duplicated effort and missed connections.

What to test in practice

The right test is whether two teams can contribute evidence from different source types and immediately see where their entities overlap without a manual reconciliation step. If that works, the collaboration is real. If it requires a week of spreadsheet alignment before the first joint review session, the collaboration is nominal.

Teams that solve the handoff problem at the data layer spend their joint sessions on analysis instead of on reconciliation. That is the difference between a multi-agency case that produces results and one that produces meetings.
